Has anybody tried white perch for striper bait? The TF guys in the north part of the Bay use then all the time. A lot of the local lakes are full of stunted 4" to 6" perch, easy to catch on worms or small lures like spinners and jigs. We used them when I was a kid for sharks, they will stay alive in saltwater for quite a while. The lake at The end of Pleasure House Rd is full of them for those of you fishing Chesapeake beach by the CBBT.

Up here in Richmond one of the best baits for striper is a sunfish or bluegill. The only trouble is that in the freshwater portion of the james we are not allowed to use any 'game fish' as bait. The catfish tear them up too.

In VA Bluegills can be legally used for bait both live and cut bait as long as they are caught on rod and reel, not if netted or trapped. White perch (and bluegills) worked well in the Rapp this spring for schoolie stripers live lined and cut, but not nearly as well as cut herring. Catfish love both perch and bluegills live or cut.

I'm not sure about perch in waters where there are size limits, it is probably only legal to use larger sized (legal) fish for bait and maybe not as cut bait.
