July/August are slow times generally on the pier/surf. Hot nice summer days don't equal great fishing. To be successful you should target certain species that are more likely to bite this time of year. Plugging for Spanish/Blues early in the morning, targeting sheepshead, or flounder/trout with live baits early in the morning are most productive. Bottom fishing is very tough this time of year. Some pompano can be had in the surf zone on fleas and always a few blues around. I rarely fish pier/surf in the summer anymore, my preference is mid Sept. through November.
