In South Carolina, we simply cast a beetlespin and reel it in a stop and go pattern. This may not work well until it gets warmer.
In small lakes, I used to cast a beetlespin or roadrunner on one rod and leave a float/jig rig out. The float/jig rig will often catch fish without any added movement beyond the wind and waves making the bobber dance. However, I have noticed how panfish in different bodies of water often respond differently to various lures- even more than LM bass.
Shallow water white perch in the summer is a good practice species for panfishing with lures.
What Andypat is doing sounds like float n' fly. Whatever he is doing, it is certainly working well! Try googling that. It is commonly used in Tennessee as a technique for post cold-front bass and known to be lethal on crappie as bycatch.
