The way I read the rules it will cost $15.00 per day to cast? Is there a one time membership fee?

You are correct,

"SportCastUSA membership will be $5 each day of each days events, plus normally a $10 activity fee each day to cover operating costs for events".

There is no yearly fee, we all pay as we go, the more we play the more we pay. Fees are
due at the begining of each tournament day.
