i have a 10 ft poolstick heavier 1 pc wondering would it be worth it to move the reel seat down and cut 3' off the tip or maybe the butt trying to make a heavy kayak rod

Would you want a rod that stiff on a yak? I would imagine you would want a rod with a little more flex to it rather than a pool stick type rod. You would also want to cut that three feet off the butt and not the tip. Cutting the tip dramatically changes the action of a rod.

On the plus side, you could just club 'em with it.
