·Right where what I believe is ramp 43 enters the Beach, there appears to be a parking area. This is right at the very end of lighthouse road. Do I need an ORV permit to use that parking area to walk on to the beach?

No you don't need a permit to park there. Just don't proceed onto the beach with your vehicle..
