When it comes to trophy fish, if there is a weight and length listed for a particular species; does the fish have to meet both criteria? Or is it one or the other. I caught a crappie that weighed enough but is an inch short? I caught a 14 inch crappie that weighs over two pounds. Which is over the trophy weight.

As Courage stated, it only has to meet one of the criteria. You can get a citation for the weight alone. The thing is that you it says it has to be on a calibrated scale. I usually take my weight citations to the store to make it official. If you did not, I believe you can still get the citation if you have a witness or photo.
