True both ways. As long as you carry a Tidal/Bay Sport (for MD) or Saltwater (for Va) designation on your license then you are permitted to fish the Chesapeake Bay and all of it's tributaries. Be careful on the Potomac though, above the Woodrow Wilson Bridge you will need a D.C. license.
Thanks, Joey, you just saved me quite a bit of money since I was planning on buying an out-of-state MD license this weekend when I had already bought my $7.50 VA license.
Licenses are only required for freshwater and the Chesapeake Bay and its tributaries. And if you fish for freshwater trout, an additional trout stamp is required.
