The following is the Crab regulations:

It is saying there is a 5 inch minimum for male crab, but no minimum size for females. I read this as any female caught is legal. But, what I think is that this is poorly worded to state that no females can be caught. Correct?

That is the correct regulations for the Atlantic Ocean, coastal bays and it's tributaries. The regulations for the Chesapeake bay and its tidal tributaries are different. Here is the link for those regulations.
