Are frozen cut bait effective bait or should only fresh cut bait be used when fishing out in the bay?

If you can use freash bait,it'll stay on the hook alot better,frozen is mushy when it's thawed and won't stay on the hook evry well maybe one or two casts. I use freash caught white perch(in late summer to fall)for live/lining(Rockfish)and freash spot,bunker and white perch as cut bait for Blues.
