Flounder fishing

I've fished Buckroe a couple times now, and used gulp on 1/4 oz jig head. I feel I'm not being patient enough, or that I'm fishing at wrong time. I'm fishing at night, during high tide. I've seen a flounder caught on this pier at night and during the day. Does it sound like I'm doing something wrong, or need to be more patient, bouncing under the pier? Thanks for any suggestions!!!

Buckroe can be hit or miss . I've caught some keepers and seen plenty. my go to is always live gudgeons just walk around look for deep pockets around the pier they are there . When it's slow I like to use a tandem rig with gulp same thing jig around the pier until you find them they are there .
