According to Base Police:
1. You must have a military ID and base decal on your car to get into the base to fish or visit and you must be actively engaged in fishing at the designated area (Hospital Point) and you must have all the legal fishing licenses.
2. The only way to get onbase without a base decal or military ID is if you are part of the base tour. You park outside the base, check into the Visitors Center and sign up for a tour.
3. There is no paying-for-fishing permits issued like Naval Air Station Pax River.

You can call Base Police at (410) 293-5768 and ask them if they would permit DoD badge access. I know we have lots of contractors here (Naval Station across from the Academy on the Severn River) that get on base.
Never fished there...lots of better places to fish in the area and the Midshipmen are usually working out or doing some other crazy exercise thing in the nearby fields...I look for silence when I can when I fish.

You're welcome! Might want to check out the Severn River bridge. Lots of cars there fishing.
