I don't know where that picture was taken, but I saw them thick all summer from the mouth of the bay, to the CBBT. The water wasn't nearly as clear as your picture, but I can promise you the rays in the photo below were just as thick. You just can't see them in the picture like you can in yours. I swere the day I took this pic, the rays were stretched out from the 1st to the 3rd island of the CBBT!!!! They have been far more thick this year than I remember in previous years.
While cobia fishing off Sandbridge in the late summer/early fall there was a school that was about 200 yrds wide and stretched almost 5 miles long. It was amazing to see, but the coolest thing was that while we were running along the school as they were swimming north we spotted an albino ray.
