To answer you question. In Virginia, no minimum size no bag limit.

The guys at the end of my street (4 feet of water out 100 yards at high tide) \used a half a crab and 20 pound test setups to catch them on a regular basis. The trick is getting them out of the water. The be careful part is the spine at the base of their tail can cause a substantial injury. If you or some you see gets spined apply water as hot as they can stand and take them to the hospital.

I remember hooking one of these. My line was 80lb braid so it held up real good. But my hook actually straightened out while I was attempting to pull it up at buckroe pier. I see a lot of Cobia fisherman tangle with these at buckroe.
