I just chatted with P&S member NC-Travis who was at the Cobia meeting In Wilmington today. Per Travis, below

1 per person per day
36" Fork Length
4 fish per boat
7 days a week on boats or shore
May 1st through August 31st and mandatory reporting.
You will report in a fashion similar to doing a citation.

It would be nice if we can do it from our phone, I know a lot of states do it that way for deer.
