Avalon has for decades been attraction to off-pier over the top drinking-drugging behavior, I think in part due to its expansive parking lot layout which is conducive to all sorts of off campus activity, not connected to the pier but to the open beachfront.
In the old days you could not walk by the elevated "Party Deck" without the odor of marijuana wafting through your nostrils. After the OBX got more civilized and the property tax base increased to allow for 100 more Police Officers to work the beach towns between Corolla and Hatteras Inlet open illegal activity slowed a bit.
In part it may also be be that the other pier owners are more aggressive in stopping this activity.
Hang around Nags Head Pier drinking beer off premises in the Pier Parking lot and being intoxicated and the Nags Head Police will be asking you questions before too long when they drop by to eat breakfast lunch or dinner.
Like any establishment that allows alcohol, issues come up, The Bars on the OBX have bouncers, the piers all have their regular patrons whether they work there or not, the consider the pier their home and everyone feels an obligation to protect their home.
