I fished there very frequently last spring and summer. Go to the hospital E.R. police station and you have to be active duty or a Veteran, or accompanied by such. Don't know about civilian employees or DoD, and present your ID and fishing license for a fishing pass for the day. Fishing is sun up to sundown, and it's strictly enforced. They occasionally come down to check for licenses and fishing passes, and if you don't have it you will be asked to leave.
Species caught were mostly croaker, most pan sized, but a few 12-16" last year, a few spot and I've seen small grey trout, plus skates/rays. Saw one keeper flounder caught last year by a friend. Don't know about fishing there this year as I haven't been there...yet.
