Went down to Buxton for a surf/fish trip. The waves were good so I decided to get wet first but saw something unusual for March. Some surfers were bareback (sans wetsuit) in March! At the lighthouse the water temps were up to 68 degrees while in Avon the water was about 50 and just around the south hook to Hatteras it was around 50 as well.
This brought the baitfish jumping all around and birds dive bombing. They were too far out for casting.
Talk to a guy dunking bait and he caught several puppies. I tossed some grubs around the jetty and came up with nada. I heard puppies were good at the point with the bait of choice being shrimp.

What happens is that small pools of warm water from the gulf stream will break off from the current and move inland or towards the colder water. This happens usually in a westerly flow due to the rotation of the water spiral. This is more common due to the proximity of the Gulf Stream to the Outer Banks, and this allows for minimal cooling of these areas of warm water before it hits the coast and dissipates.
