A dramatic vote was taken at yesterday's monthly meeting of the Marine Fisheries Council when a motion to endorse a saltwater fishing license as a means of funding marine fisheries within the Division of Fish &amp; Wildlife was passed unanimously. <br />
<br />
The N.J. Federation of Sportsmen's Clubs and the Cape May Party &amp; Charter Boat Association have been on record as supporting this concept, but the Council's motion will probably result in the required legislative action for consideration. The very mention of a saltwater license has always been poison in N.J., but with many of our state's anglers now having to buy a New York or Delaware license, the prospect of reciprocal licenses and sending money to N.J. rather than a neighboring state may make a difference. In addition, we will have to deal with the federal registry next year -- when it will no longer be free unless we have a state license.<br />
<br />
Yet, Dr. Pat Donnelly said those concerns weren't the reason for the license proposal. Our marine fisheries are run on a budget of just $380,000, while North Carolina (a state with about as many fishermen) has an $18 million budget, about half of which comes from the recreational license. Donnelly noted that we probably could have had more liberal tautog regulations if we had the personel last year to provide the required statistics to back up our case. The same thing may apply next year with shad and river herring. <br />
<br />
There will be a lot more about this in the weeks to come, though there isn't even a bill in the Legislature to put a license dedicated to Marine Fisheries into law. Let the debate begin! <br />

GALLOWAY — The state Marine Fisheries Council took a step Thursday toward endorsing a state saltwater fishing license — but the advisory panel said it would support alternative funding proposals, too.<br />
<br />
Pending legislation to create a "conservation lottery" and a saltwater fishing automobile license plate the alternative proposals should explicitly dedicate the proceeds to the chronically under-funded Bureau of Marine Fisheries, council members said.<br />
<br />
Both those alternatives have been promoted by the Recreational Fishing Alliance, which is adamantly opposed to a state saltwater license. But top officials in the state Division of Fish and Wildlife and some fishing advocates support the license as a stable funding source for state fisheries management.<br />
<br />
"New Jersey and Hawaii are the only two coastal states that don't have a saltwater fishing license," said Thomas McCloy, the division's marine fisheries chief.<br />
<br />
Both license supporters and opponents agree New Jersey shortchanges its fisheries programs to sometimes-dangerous levels. The money that comes from seafood and recreational fishing puts New Jersey in the top tier of East Coast fishing states, right behind leaders like Massachusetts and Virginia, but industry advocates complain the <br />
Legislature always fails to spend enough money to manage those resources.<br />
<br />
For example, the Division of Fish and Wildlife's inability to adequately patrol shellfish waters earned a rebuke this year from the U.S. Food and Drug Administration, which warned that federal certification of its clams and oysters could be at risk. Now the division is scrambling to add patrol officers and new boats.<br />
<br />
Activists with the Recreational Fishing Alliance asked the council to support both the lottery and license plate proposal. The federal saltwater angler registry that started this year is counting New Jersey anglers, and there is no legislation proposed yet to create a state license, said Adam Nowalsky, a charter boat captain who works with the alliance.<br />
<br />
"There's a federal registry out there. We don't even know if there will be a fee yet," Nowalsky said.<br />
<br />
It's "reasonable to think the federal government will not charge us now," added Alliance member Fran Verdi.<br />
<br />
In a report, the council's executive committee stressed the state license as the most viable vehicle to provide a stable, sustainable funding base for fisheries management, said council member Patrick Donnelly.<br />
<br />
His colleague Ed Goldman was unconvinced.<br />
<br />
"The license could be worse than the first two possibilities," Goldman said, referring to the lottery and license plate sales.<br />
<br />
Finally, council members agreed to adopt the report with new wording that kept the saltwater license idea foremost, but recognized the alternatives and noted: "The committee endorses these funding options as well."<br />

I have been to fisherman's beach, but I dont think they tow cars after 10PM, but that is the Ocean and that would be too crazy for Kayaking. <br />

Also, friends have told me there is a free fishing peir somewhere near Keansburg, does anyone know where this is? <br />

I would like to find a place where i can park my car in peace, and go kayaking at night for blues :) I am in North NJ, so any suggestions around there would be great!</div>

After each retrieve, we either had a crab on or were missing part or all of each killie. Anything I can do to prevent crabs from decimating my bait before a fish gets a chance at it? Perhaps a different rig type?</div>

The September 14th meeting of the HRFA will have Joe Annelli  of Long Branch NJ. Besides being avid weekend fishermen, Joe has been filleting fish for over 25 years as a full time job. Working currently for Ron’s Seafood out of Toms River NJ, Joe has worked for the Fulton Fish Market and many other Sea food Co ops throughout the NJ and NY region. Joe fillets Fluke, Flounder, Salmon, Tuna and many, many other species. He averages about 10,000lbs of fish a week in filleting. He is capable of filleting 8 Fluke a minute while making sure he gets every inch of the fillet. The fastest this author has ever seen!<br />
 <br />
Joe will be bringing discounted fish (the freshest available anywhere) to be fillet at this meeting. He will bring Fluke, Flounder, Salmon and perhaps even a Tuna if the market allows. The HRFA will be asking for a donation for some of these fillets for our membership to help offset the price of the fish. So make sure you bring a small cooler with some ice and few dollars. The Elks is willing to give us some ice if needed and the HRFA will have some Zip lock bags.<br />
 <br />
Also, Joe is willing to fillet your fish for members. Bring in a bass or blue or any local species and Joe will fillet it for free. He will show you what it takes to get every piece of fillet off the fish. Joe gets paid by his company, not by the hour or amount of fish he does. But by the pound of fillet he gets off the fish. So this is not something to miss!<br />
 <br />
The September 14 th, 2010 meeting will be held at 7:30 PM at the Ridgefield Park Elk’s Lodge located at Spruce St. and Cedar Ave. Ridgefield Park, NJ 07660. Everyone is welcome at this meeting. Geoff's friend Dan came up as well for a visit. Great guy. We fished Turtle Creek and had fun with the sea bass. We had some great hits but no hook ups. We decided to change up and hit the surf. We fished Higbee's Beach. It was there that I learned a pretty good lesson. I was talkin to Dan and went to sit on a bucket. <br />

I rolled down the beach backwards like a Hawaiian Beach ball. Dan was laughin so hard he was cryin. He tells me that he wished he had his camera with him. A guy coming off the jetty says, "Hey I got it on my cell phone!!!", as he is laughing hysterically. So I tell him, "Good, send it to America's Funniest Home Videos and when we win I get half the money."  On Saturday, 08/14 we hit Turtle Creek again. <br />

(SECOND NOTE TO SELF........SLEF!!!! WHEN IT'S PARTLY SUNNY HERE AND THERE, MAKE SURE YOU WEAR A DO RAG OR HAT. THIS WILL PROTECT YOU FROM THE NASTY A$$ SUNBURN THAT YOU NOW HAVE ON YOUR HEAD....THANK YOU...) <br />

The action as so hot with the sea bass and blue fish that I didn't wear anything on my head, so now, I look like a sheddin Hawaiian lizzard and it hurts like hell. We all got burnt. Like I said, no big fish to write home about, but I had a blast.</div>

Registration: Will be held from 5:30am to 6:30am in the meeting room at our club in Harvey Cedars, NJ. Coffee and donuts will be served during registration free of charge.<br />

Beach Buggies: We will be using North Beach, Surf City, Harvey Cedars and Ship Bottom beaches again this year. A limit of two (2) vehicles per team will be permitted and a $5.00 per buggy one-day beach driving permit fee will be charged.<br />

Fishing Time: 7:00am to 9:30am and 10:00am to 12:30pm<br />
<br />
 <br />
<br />
Entrance Fee: $50.00 per team if payment received before September 15th <br />

LONG BRANCH — The city will receive another infusion of funding for the completion of the design phase of the proposed Long Branch pier and ferry.<br />

Rep. Frank Pallone Jr. (D-6th District) announced earlier this month that he secured $1 million to complete the engineering and design phase from the fiscal year 2011 appropriations bill.<br />
<br />
Pallone secured $300,000 from the appropriations bill last July, and he explained his role in securing funds for the pier in an interview last week.<br />
<br />
“The money is basically a line item or a specific appropriations item in the transportation appropriations bill,” he said. “In the past we’ve done that on previous occasions, we’ve gotten $300,000 to $600,000.<br />
<br />
“We started out with a $4 million appropriation that was spread out over four or five years,” he added. “The last couple of years we’ve gotten half a million a year or so.<br />
<br />
“All together it might be about $6 million or more. It’s all been in the design or engineering phase, and this would be to complete that.”<br />
<br />
This latest funding comes on the heels of an informal June meeting held in Long Branch where design and amenity options were discussed.<br />
<br />
In November the City Council awarded the design contract to New York engineering firm McLaren Engineering Group.<br />
<br />
During the June meeting it was estimated that the total project would cost $91.5 million, of which $6.5 million had been secured, and officials said they are confident another $53 million could be secured from noncompetitive grant opportunities.<br />
<br />
Pallone said he is hopeful that the latest funding would allow for completion of the design process for the pier.<br />
<br />
Pallone also explained the process he goes through to secure federal funds for the pier, which he said started a year ago.<br />
<br />
“This is all added to the budget. It’s not part of the president’s budget, it is added to the budget by members like myself,” he said. “Then it is approved by the Appropriations Subcommittee, then it goes to the floor of the House.<br />
<br />
“Once it’s approved by the subcommittee, it is highly likely that you’ll get final approval from the House and the Senate and then signed by the president at about that level,” he added.<br />
<br />
Pallone said his favorite part of the project is the fishing pier.<br />
<br />
“The main thing I keep stressing is the fishing pier,” he said. “To me, it was a shame when the old pier burned down, because for me as a kid growing up in Long Branch, having to go out on the fishing pier and having all the fishermen use it was such a significant part of the city.<br />
<br />
“It was known not only throughout the state but even the country,” he added. “People tell me when I have said I was from Long Branch, “That’s the fishing pier where I would always go fish” or “where my father or grandfather would take me to go fish.”<br />
<br />
Pallone said that while the fishing pier is important to him, the most important aspect of the project might be the ferry, which would allow the city to obtain transportation grant funds.<br />
<br />
“Remember, this does come under transportation, so the ferry is the crucial part of it,” he said.<br />
<br />
“You have to have the ferry to get the funding. As much as I think the fishing pier is the most important aspect, the ferry is the crucial component in order to get the funding.”<br />
<br />
Pallone expects funding to continue to be available in the future for the pier and ferry.<br />
<br />
“I know we have a long way to go, and I think what we are trying to do here is get a combination of federal, state and local [funds] as well as private funds and put together a packet,” he said. “I know the city is working hard on that, and I’ll continue to work on the federal component.”<br />
<br />
A fire destroyed the Long Branch pier in 1987, and since that time the city has acquired redevelopment rights and plans to rebuild the pier and other amenities, including retail, restaurants, an amphitheater and a children’s play area along the oceanfront.<br />
<br />
The pier project is divided into three components:<br />

The core pier, which will be the main structure, will cost approximately $36.3 million. Plans call for the pier to extend 900 feet from the boardwalk into the Atlantic Ocean.<br />
<br />
The high-speed ferry terminal and docking facility, slated to cost $20.2 million, would provide a direct route from the Long Branch region to lower Manhattan at a travel time of 40 minutes. The pier would contain a docking system as well as the ticketing and waiting areas required for the ferry operation.<br />
<br />
The final component is the amenity uses, at an estimated cost of $32.5 million, which include retail, restaurants, event space, a public winter garden, outdoor amphitheater, entertainment space, fishing area and a children’s play area.<br />
<br />
Pallone has previously predicted that the project would create 1,200 jobs during construction and 600 full-time jobs once operation begins.<br />
